I've known Choppy since he was a student at Maple Avenue School, where my mother was his school Principal. Little did I know back then, that he would be my lifelong friend. It would be impossible for me to describe my teenage years and early adulthood without including the Payne family in that narrative. Never could I have imagined that decades later, I would be his constituent, as a resident of the 10th Congressional District. What a blessing it has been. Not once did I need to worry about where my Congressman stood on an issue. I knew he would do whatever was best for our community – locally, regionally, nationally and globally. Choppy was a great man and a good man. He was perhaps the most honest, humble, honorable and hardworking elected official I've ever known (and I've known many commendable ones). He was loyal friend. His speaking at my mother’s funeral was a tribute for the ages. I thank God for the Payne family. Thank you for letting me be a part of the extended family. I thank you all, especially his amazing wife and children, for sharing him with us. Because of your selfless sacrifices, Congressman Donald M Payne, Jr. literally was able to make this world a better place. I will be lifting you up in my prayers, now and forevermore. I lived in the apt below on Bock Ave for several years and watched Donald Jr. grow as a youngster. His father was a role model and inspiration to me. I'm saddened by the passing of Con. Donald Payne,Jr., a true servant of the people.

On behalf of all his fans from the Eastern Shore of Maryland - our deepest condolences on the loss of your beloved Choppy. He was a remarkable man, who lifted up so many and was a voice for the voiceless . This legacy will live on in the hearts of those he touched and through the generations of lives improved by his time on earth. May you find comfort and strength during this difficult time.

You all are in my prayers. Congressman was a delightful man with a huge heart. Thank you all for pouring love into him and allowing him to serve the community, with your full support.
